Pieces of the Puzzle

The new health care law is full of pieces of a larger puzzle promising to put consumers back in charge of their health care decisions.  We are working to strengthen health care reform.

Good for People.  Good for Business.  Good for Virginia.

    Know anyone who's worried about finding health insurance?  Getting covered can be tricky to figure out, particularly when you are out of school.  We wanted to share a free new Graduation Toolkit that can help.   We are working with Young Invincibles in a national health care education campaign to make sure young people have info on how the new health care law works, and to help them get insurance and care.
     
    Download the Toolkit for your state here.
     
    The Toolkit includes information such as:
     
    - How to stay on or go back on your parent's plan up to age 26
    - What to look for when buying individual insurance including key insurance terms
    - What you should know if you have a pre-existing or chronic condition
    - What government insurance programs, such as Medicaid, might be available in your state
    - Where to find a community health center near you
    - What you need to know about the new health care law
    - What to look for if you are a young woman
    - Facts on Young Adults and Cancer
     
    We know that especially in this economy, finding a job with benefits can be tough.  But it's critical to get health insurance so that you and your family are protected.

    Cover All Kids
    • 167,000 Virginia children are uninsured.
    • 100,000 children are eligible for FAMIS (Family Access to Medical Insurance Security) or FAMIS Plus (Medicaid) but not enrolled.
    • Congress recently enacted the ‘Children’s Health Insurance Program Reauthorization Act’ (CHIPRA), and included a substantial  increase in federal funds to cover more uninsured children in Virginia.
    • Increase FAMIS eligibility from 200% to 300% FPL, with a buy-in option for higher income families.
    Enact enrollment simplifications.
    • Implement CHIPRA options to cover legal immigrant children and pregnant women during their first five years in the U.S.
    Ensure Adeqate Reimbursement to providers
    • Hospitals:  Medicaid reimburses $.72 on the dollar compared to costs
    • Physicians:  Survey shows 40% - 51% shortfall in Medicaid reimbursement rates compared to costs
    • Nursing Homes:  Lose $12.45 per day, per Medicaid patient
    Improve Coverage for Working Adults.
    • As many as 65,000 uninsured Virginia parents have incomes below the poverty line.  (source)
    • Virginia ranks 44th  on income eligibility for working parents—our neighboring states have much higher eligibility thresholds.
    • The Federal Poverty Level (FPL) for a family of three is $1,526 income per month.  The Virginia Medicaid eligibility level for parents ranges from $325 to $434 per month, depending on where they live.
    • Eliminate regional differences in eligibility criteria—establishing one eligibility level at 28% FPL. (Estimated cost:  $5.6 million, to cover 3,000 parents); or
    • Set the eligibility level at 65% FPL (the national average) (Estimated cost:  $35 million, to cover 37,000 parents)
